新兴应用型本科高校赋能社区治理的实施路径--以金陵科技学院为例

Implementation Path of Emerging Applied Universities to Empower Community Governance:A Case Study of Jinling Institute of and Technology

新兴应用型本科高校的办学定位,决定了其社会服务指向主要为所在城市和区域。作为社会有机体基本的组成单元,社区理应成为主要服务对象。从高等教育公益性、社会性、开放性的角度,论证了新兴应用型本科高校的地方性体现在社区性,指出其社会服务职能实施的主要面向是社区,通过分析新时代社区社会治理面临的政策机遇和金陵科技学院赋能驼头社区取得的成功实践,围绕理念先行、组织引领、资源共享、文化融合四个方面,从把好服务社会导向、强化双向育人能力、增强基层造血能力、提升文化内涵等角度总结形成新兴应用型本科高校赋能社区治理的主要经验。

The orientation of emerging applied universities determines that their social services mainly focus on the city and region where they are located.As the basic building block of society,the community should be their main service object.From the perspective of public welfare,sociality and openness of higher education,this paper demonstrates that the"locality"of emerging applied undergraduate universities is firstly embodied in community,and points out that the implementation of its social service function is oriented to community.Through the analysis of the policy opportunities faced by community social governance in the new era and the successful practice of Jinling Institute of Technology in empowering the Tuotou Community,centering on the four aspects of concept first,organization leading,resource sharing and cultural integration,this paper summarizes and forms the main experience of community governance of emerging applied universities from the perspectives of serving the society well,strengthening two-way education ability,promoting grass-roots working ability and enhancing cultural connotation.
