乡村振兴背景下农村改厕工程成功的关键因素研究——以陕西省为例

Study on the Key Factors of the Success of Rural Latrine Improvement Project under the Background of Rural Revitalization:Taking Shaanxi Province as an Example

农村改厕是整治农村人居环境、提高农民生活质量的重要抓手,也是实施乡村振兴战略的重要内容。为解决农村改厕后出现弃厕不用的问题,本文以陕西省为例,基于文献和实地调研资料,运用扎根理论从农户特征、工程自身、组织规划和外部环境四个维度提炼出16个影响农村改厕工程成功的因素;运用解释结构模型(ISM)和交叉影响矩阵相乘法(MICMAC),构建农村改厕工程成功的关键影响因素层级结构模型,并绘制驱动力—依赖性分类图。结果显示,政府统筹协调力、村干部示范引领力、资金保障程度、适宜的改厕模式等因素对农村改厕工程的成功至为关键。

Rural latrine improvement is an important starting point for improving the rural living environment and the quality of life of farmers,and it is also an essential part of the implementation of the rural revitalization strategy.In order to solve the problem of latrine abandonment after rural toilet reform,this paper takes Shaanxi Province as an example,based on the data obtained from literature and field research,and uses grounded theory to extract 16 factors that affect the success of rural toilet reform project from four dimensions:farmers' characteristics,project itself,organizational planning and external environment.The interpretative structural model(ISM) and the cross-impact matrix multiplication(MICMAC) are used to construct the hierarchical structure model of key influencing factors for the success of rural toilet improvement projects and the driving force-dependence classification diagram is drawn.The results show that the government's overall coordination,village cadres' demonstration leading force,the degree of financial support,and the appropriate mode of toilet improvement are the key factors to the success of the rural toilet improvement project.
