机动车维修行业危险废物监管现状及对策研究

Current Status and Countermeasure Research in the Dangerous Waste Supervisionof the Motor Vehicle Maintenance Industry

随着汽车行业日益壮大,其日常产生的废物也日渐增多,政府部门将该行业产生的废物纳入到《国家危险废物目录》里面。由于前期对此类社会源危险废物的研究甚少。为能够进一步了解社会源机动车维修行业的危险废物产生情况,以抽样调查方法为基础,对佛山市机动车维修行业一类、二类4s企业的现场开展了抽样调查,分析了该行业废机油、废机油格以及废铅蓄电池的产生、申报情况,结果表明:目前机动车维修行业存在普遍的环境管理问题,并针对环境管理方面提出了相应的对策建议:因考虑到部分企业存在不规范行为,且危险废物运输较难、非法市场处置、废铅蓄电池正规收运难、管理配套文件不够完善等不同问题存在。对此,建议交通及环保部门加大运输豁免政策层面研究及引导,监管部门高度重视日常监管各项工作,且建议考虑使用线上+线下双合力治理模式,创新废铅蓄电池智能化收运,为业内人士提供参考。

As the automobile industry is growing,its daily waste production is also increasing,and the government has included the waste generated by the industry in the National Hazardous Waste Catalogue.The previous research on such social source hazardous waste is very few.So,in order to further understand the hazardous waste production industry in the social vehicle maintenance industry,based on the sampling survey method,the on-site sampling survey of the first and second-class 4S enterprises in Foshan's motor vehicle maintenance industry is carried out.This paper analyzes the production and declaration of waste oil,waste oil grid and waste lead batteries in this industry,finally points out the common environmental management problems existing in the current motor vehicle maintenance industry.Corresponding countermeasures and suggestions for environmental management are put forward.The results or conclusions of this paper are due to the different problems such as underreporting and concealment of some enterprises,difficult hazardous waste transportation,black market disposal,difficult formal collection and transportation of waste lead storage batteries,and the imperfect management of supporting documents.In this regard,it is suggested that the transportation and environmental protection departments should increase the research and guidance of the transportation exemption policy.The regulatory departments should attach great importance to the daily supervision work,and consider using the online and offline joint governance mode to innovate the intelligent collection and transportation of waste lead batteries.It is expected that this study can provide reference for the industry.
