河南省绿色消费发展的问题、影响因素与对策建议

Problems,Influencing Factors,Countermeasures of and Suggestions for the Development of Green Consumption in Henan Province

河南省得天独厚的自然资源优势和雄踞中原的区位优势,为绿色消费发展奠定了良好基础。本文利用SWOT分析模型找出了河南省绿色消费发展存在的问题,包括:绿色消费规章政策体系亟待健全;消费者绿色消费观念尚待普及;自然与文化资源开发不足;技术支撑与市场监管体系支撑不足。河南省绿色消费发展受当地产业结构、政治因素和科技投入等因素影响。最后,本文结合河南省绿色消费发展的条件及优势,提出明确绿色消费发展路径、注重消费端补贴及拉动政策、出台政府绿色采购清单、发挥公众及非政府组织的作用等推进河南绿色消费发展的对策建议。

Henan Province’s unique natural resources and its location in the Central Plains have laid a good foun-dation for the development of green consumption.This paper identifies the problems of the development of green con-sumption in Henan Province by using the SWOT analysis model,including the green consumption regulation and policy systems to be improved,consumers’green consumption concepts to be popularized,underdeveloped natural and cultural resources,inadequate technical support and market supervision systems.The development of green consumption in Henan Province is aff ected by local industrial structures,political factors,and scientific and technological investment.Finally,given the conditions and advantages of the development of green consumption in Henan Province,we propose countermeasures to promote the development of green consumption in Henan Province,such as clarifying the develop-ment paths of green consumption,focusing on subsidies and pulling policies at the consumption end,introducing a green procurement list of the government,and playing the roles of the public and non-governmental organizations,etc.
