公共管理学的安全向度——兼论公共管理学发展中的安全风险及其治理

The Security Dimension of Public Management——Also on the Security Risk and Governance of Public Management

改革开放以来,随着行政学的恢复发展,公共管理学逐渐在中国建立起来。公共管理学是一门治国理政之学,天然地具有对安全的关切,其安全担当因治理的复杂性而不断增强。公共管理学的安全向度体现在“内向”和“外向”两个方面,内向安全涉及公共管理学的学科身份认同问题,外向安全涉及公共管理学的治理功能发挥问题。发展至今,公共管理学依然面临“身份危机”,同时也要应对“西方中心主义”诱致的教育安全风险。要化解身份危机必须校准认知和注重创新,充分认识公共管理学是对公共行政学的扬弃;要推进教育安全风险治理必须站稳“中国化”的原则立场,运用“批判性”的思维方法,采取“大历史观”的研究视域,推动“安全教育”的全过程实施。

Since the reform and opening up,public management(PM)has been gradually established in China.PM is a science of governance,which naturally has a concern for security,and its security responsibility is increasing in response to complex governance.The security dimension of PM is reflected in its“internal security”and“extroverted security”.The internal security involves the subject identity of PM,and the external security involves the governance function of PM.Up to now,PM is still facing the“identity crisis”and has to deal with the educational security risks caused by“western centralism”.In order to resolve the identity crisis,we must calibrate cognition and pay attention to innovation,realize that PM is the sublation of public administration.In order to promote the management of educational security risks,we must promote the principle of sinicization,adopt a critical way of thinking and a grand historical view,and promote the implementation of the whole process of security education.
