多中心治理下智慧社区居家养老服务优化探究

Research on Optimization of Smart Community Home Elderly Care Service under Multi Center Governance

老龄化趋势加强背景下,老年人的养老需求具有越来越多元化的趋势,传统的社区居家养老难以满足老年群体多样化的需求,而智慧社区居家养老的出现是弥补这一缺陷的关键,对完善我国的养老服务模式具有重要的意义。近年来,我国多地展开了对智慧社区居家养老服务的实践,虽然取得一定成就,但仍存在着诸多问题。该文通过将多中心治理理论与该养老模式契合,分析发达国家多中心治理的经验,发现在智慧社区居家养老服务运行过程中,政府、企业和社会这几类参与主体存在职能失灵、专业服务和管理人员供给缺乏、社会组织参与力量不足等问题。该文就如何提升智慧社区居家养老服务提出一定的对策和建议,以期能够对该养老服务进行优化。

Under the background of aging trend,the elderly carre demands have an increasingly diversified trend,and the traditional community home care is difficult to meet the diversified needs of the elderly group.The emergence of smart community home care is the key to make up for this defect,which is of great significance to improve the elderly care service model in China.In recent years,China has carried out the practice of smart community home-based elderly care service in many places.Although some achievements have been made,there are still many problems.This paper analyzes the experience of polycentric governance in developed countries by combining the polycentric governance theory with the pension model,and finds that in the operation process of smart community home-based elderly care services,the government,enterprises and society are the main participants with problems such as functional failure,lack of professional services and managers,and lack of participation of social organizations.This article puts forward some countermeasures and suggestions on how to improve the smart community homebased elderly care service,in order to optimize the elderly care service.
