The Possibility and Path of Policy Pilots Promoting the Modernization of National Governance:Based on the Methodological Perspective of"Pilot-Promotion"

中央通过政策试点带动各项改革工作,完善各领域制度体系,不断推进国家治理现代化。研究发现,我国政策试点通过“价值目标—工具选择—制度推广”的内在逻辑达成统合,进而推动国家治理现代化;通过“方向引领—技术支持—成果反哺”的机制保障政策试点推动逻辑的可行性。内在逻辑与保障机制的探究回答了政策试点推动国家治理现代化何以可能与何以可为这两个关键问题,从宏观上对政策试点何以推动国家治理现代化作出一般性解释。

The central government drives various reforms through policy pilots,improves the system in various fields,and constantly promotes the modernization of national governance.The study found that China’s policy pilots has achieved integration through the internal logic of"value objectives-tool selection-system promotion",thereby promoting the modernization of national governance;the feasibility of policy pilot promotion logic is ensured through the mechanism of"direction guidance-technical support-results feedback".The exploration of internal logic and guarantee mechanism answers the two key questions of why and how policy pilots can be used to promote the modernization of national governance,and gives a general explanation of how policy pilots can promote the modernization of national governance from a macro perspective.
