Holistic Governance:Practical Schema of Township Government in Transitional China

整体性治理是理解转型期乡镇政权运转的重要视角。随着国家治理现代化的推进,“多中心工作”模式打破了乡镇“整体主义”的简约治理格局,乡镇治理因此陷入功能、主体、责任碎片化的困境。研究发现,为了应对治理转型困境,“组线治理”的机制创新实践,通过组织整合、资源整合和责任整合,完成了治理结构再造、治理效能激活和治理动力重塑,最终实现了转型期乡镇的整体性治理。整体性治理的实践基础在于体制活力与机制创新,二者的良性互动兼顾了基层治理的简约性和高效性,提高了治理效能。实践证明,中国特色的整体性治理实践要着眼于发挥党政体制的制度优势,以“不变体制变机制”的方式,稳步推进基层治理现代化。

Holistic governance is an important perspective to understand the operation of township government in transitional China.With the modernization of national governance,the"multi-center work"model has broken the simple governance pattern of the"holism"in villages and towns,and township governance therefore has fallen into the dilemma of fragmentation of functions,subjects and responsibilities.The study found that in order to deal with the dilemma of governance transformation,the innovation practice of"Zu-Xian governance"has completed the restructuring of governance structure,the activation of governance effectiveness and the reshaping of governance dynamics through organizational integration,resource integration and responsibility integration,and finally achieved the holistic governance of villages and towns in the transitional period.The practical basis of holistic governance lies in system vitality and mechanism innovation.The benign interaction between the two gives consideration to the simplicity and efficiency of primary-level governance,and improves governance efficiency.Practice has proved that the holistic governance practice with Chinese characteristics should focus on giving play to the institutional advantages of the Party and government system,and steadily promote the modernization of primary-level governance in the way of"changing the mechanism instead of the systems".
