瑞丽江一级电站外包项目中当地劳务的安全教育

Safety Education of Local Labor Services in Outsourcing Project of Ruilijiang I Hydropower Station

瑞丽江一级电站位于缅甸北部掸邦境内紧邻中缅边界的瑞丽江干流上,是瑞丽江中上游河段规划的第一个梯级电站,是中国在缅甸投资的第一个大型水电BOT项目。在境外电站日常运维过程中,常需要开展一些外包项目,而聘请当地劳务参与项目施工劳动往往是各外包单位的最优选择,但由于缅甸当地劳务市场的不健全以及劳工所经受的文化训练欠缺,技术技能培训与我国整体水平存在较大差距,加强当地劳务的安全教育是一项十分重要且困难的常态化工作。拟在已开展多年的瑞丽江一级电站外包项目管理上开展浅析,以促进更深层次的思考探索。

Ruilijiang I Hydropower Station is located on the main stream of the Ruili River in the Shan State of northern Myanmar.It is the first cascade hydropower station planned for the upper and middle reaches of Ruilijiang River and the first large hydropower BOT project invested by China in Myanmar.In the daily operation and maintenance of overseas power plants,some outsourcing projects are often required.Employing local labor to participate in the construction of the project is often the best choice for each outsourcing unit.However,due to the imperfect local labor market in Myanmar and the lack of cultural training for workers,there is a big gap between technical skills training and the overall level of our country.Strengthening the safety education of local labor is a very important and difficult normalization work.This paper analyses the outsourcing project management of Ruilijiang first-class hydropower station which has been carried out for many years to promote deeper thinking and exploration.
