尺度协同中的超大特大城市新城政区治理逻辑--以上海市为例

Governance logic of new city administrative districts in mega-cities in scale coordination

行政区划作为空间协同治理的重要政策工具,如何在当前空间关系日益复杂的新城发展中发挥制度效能,既是一个理论议题也是一个现实问题。借助尺度、协同、治理等概念和理论构建了超大特大城市新城政区治理的三尺度分析框架,提出相应假设,进而通过田野调查、案例比较等研究方法对假设进行实证。研究表明:政区治理通过空间关系调整来助力超大特大城市新城建设,而这一助力机制则是由市域、城域、区域三个相对独立而又相互嵌套的尺度构成并展开的,三尺度协同可以更好发挥政区治理的政策效能。同时,新城的政区治理也还存在工具创新和精准操作等挑战。

As an important policy tool for spatial coordinated governance, how to play an institutional role in the development of new towns with increasingly complex spatial relations is a theoretical issue as well as a practical issue. With the help of the concepts and theories of scale, synergy and governance, this paper constructs a three-scale analysis framework and corresponding assumptions for the governance of new urban districts in megacities, and then empirically verifies the assumptions through field research, case comparison and other research methods. The research shows that the mega-cities need the assistance of district governance in the construction of new cities, and this assistance mechanism is formed and developed from three relatively independent and mutually driven scales of city, city and region. The three scales can better play the policy effectiveness of district governance;Of course, there are also challenges to be addressed in the governance of the new district, such as tool innovation and precise operation.
