摘要
以2011年安徽省和浙江省签订的新安江流域横向生态补偿协议作为一次自然实验,利用2004—2018年地级及以上城市面板数据,采用双重差分法评估跨省流域横向生态补偿政策的实施对水环境全要素生产率所产生的影响。研究发现:政策的实施实现了经济发展和环境改善的双赢,并且实施效果具有可持续性,政策实施更多地通过效率的改善而非技术进步来提升水环境全要素生产率。进一步通过改变被解释变量测算方法、变换对照组、剔除直辖市、反事实检验、缩尾截尾检验、增加省份固定效应和改变窗宽等方式进行稳健性检验,结果表明研究结论具有稳健性。
In order to study the effect of horizontal ecological compensation on total factor productivity of water environment.This paper considers the horizontal ecological compensation agreement of the Xin’an River Basin signed by Anhui Province and Zhejiang Province in 2011 as a natural experiment, using the panel data of prefecture-level cities and above from 2004 to 2018, a DID method is used to evaluate the implementation of the policy on the total factor productivity of the water environment. The study finds that the implementation of the policy has achieved a win-win situation for economic development and environmental improvement. The implementation effect is sustainable. The implementation of policies is more to achieve “green mountains, green mountains and silver mountains” through efficiency improvements rather than technological progress. This article further conducts robustness tests by transforming the explanatory variables with the control group, excluding municipalities, counterfactual tests, and increasing the province’s fixed effects, and shows that the conclusions of the study are robust.
