依据党的二十大精神,依托社会治理共同体抵御风险、维护国家安全应成为国家治理现代化的重要主题。国家安全议题的提出,印证了全社会已透过外在现象认清风险本质、基于广泛共识规范大众讨论,以及党和国家驾驭复杂局面能力的日趋提升。社会治理共同体对维护国家安全的作用体现为以合力承担取代孤立思维、以明确责任克服混乱无序和以创新开放超越狭隘封闭。基于此,需坚持群众路线的价值航向,包括推动朝向基层的重心下移、以人民至上作为根本导向以及丰富群众工作的实践途径,真正确立一个以人民为基石的、从根本上维护国家安全的社会治理共同体,进而立足于新时代新征程推进国家安全体系和安全能力现代化。

In accordance with the spirit of the 20th CPC National Congress, relying on the community of social governance to resist risks and maintain national security should become an important theme of the modernization of national governance. The proposal of the national security issue confirms that the whole society has recognized the nature of risk through external phenomena, standardized public discussion based on broad consensus, and the increasing ability of the Party and the country to control complex situations. The role of the community of social governance in safeguarding national security is reflected in the replacement of isolated response with shared responsibility, overcoming confusion and decentralization with responsibility norms, and transcending narrow closure with innovation and opening up. Based on this, it is necessary to adhere to the value orientation of the mass line, promote the downward shift of the focus towards the grassroots level, take the people as the supreme value concept, and enrich the practical approaches to mass work,truly establish a social governance community with the people as the cornerstone and fundamentally safeguard national security, and further promote the modernization of the national security system and security capabilities based on the new era and new journey.
