社会组织参与贫困治理的逻辑与路径:一个案例研究

The Logic and Path of Social Organizations Participating in Rural Revitalization:A Case Study

社会组织作为重要的社会力量曾经为我国的减贫事业作出了重要贡献,也将在巩固脱贫攻坚成果与乡村振兴有效衔接过程中发挥积极作用。文章以结构化理论为视角,构建“资源—价值—能力”框架,分析某助贫中心参与一个区域性族群型村庄贫困治理的案例。研究发现,社会组织通过贫困诊断,开发乡村特色资源,联动配置多元资源进入乡村;通过赋能,实现借助外部力量的外生性扶贫模式向激发贫困群体内在力量的内生性扶贫模式转变,提升贫困群体应对不确定性的可行能力,实现相对贫困治理与乡村振兴的长期性和可持续性。

As an important social force,social organizations have made great contributions to the cause of poverty reduction in China,and will also play an active role in the process of effectively linking the achievements of poverty alleviation and rural revitalization.From the perspective of structural theory,the framework of“resource value capability”is constructed to analyze the case of a poverty center participating in poverty governance in a regional ethnic village.The study found that social organizations,through poverty diagnosis,develop rural characteristic resources and jointly allocate multiple resources into the countryside;Through empowerment,we can realize the transformation from an exogenous poverty alleviation model relying on external forces to an endogenous poverty alleviation model that stimulates the internal forces of poor groups,improve the feasible ability of poor groups to deal with uncertainty,and achieve long-term and sustainable rural development.
