整体性治理视域下数字赋能水域生态治理——基于河长制的实践路径

Ecological Governance of Digital Empowered Waters from the Perspective of Holistic Governance——Practice Path Based on River Chief System

河长制是中国解决复杂河流治理问题的一项重大制度创新,全面推行河长制,使其更好地嵌入于河流治理的结构和过程,是推进河流治理体系和治理能力现代化的重要举措。分析数字技术何以为河长制的有效落实赋能,对提升水环境治理效能、促进我国水生态环境高质量发展具有重要意义。构建数字赋能水域生态治理的整体性治理框架:协调机制、整合机制、信任机制,并基于三大机制阐明数字何以为河长制赋能。提出建立数据支撑平台,开辟河流治理新局,整合基层力量、理顺协调机制,坚持需求导向、完善整合机制,构建共容利益、健全信任机制等四大实践路径。

The river chief system is a major institutional innovation in China to solve complex river governance problems.Comprehensively implementing the river chief system and making it better embedded in the structure and process of river governance is an important measure to promote the modernization of river governance system and governance capacity.Why to analyze the effective implementation of digital technology for river long system gives the important significance to enhance water environment governance efficiency and promote the development of our country's water ecological environment high-quality.The paper constructs a holistic governance framework of ecological governance of digital empowered waters:coordination mechanism,integration mechanism and trust mechanism.Based on the three mechanisms,the paper explains how digital can empower the river chief system.There are four practical paths are proposed:establishment of data support platform to open up a new bureau of river management;Integrate grassroots forces and straighten out the coordination mechanism;Adhere to the demand-oriented,improve the integration mechanism;Building common benefit and perfecting trust mechanism.
