对我国科学数据权属界定的若干思考

Considerations on the Definition of Scientific Data Ownership in China

当前,科学研究正进入数据密集型的“第四范式”时代,科学数据成为国家创新发展的基础性战略资源。在中美科技竞争日趋激烈的背景下,有效汇交并集成利用科学数据具有更加迫切的需求。科学、合理地设置科学数据权属有助于科学数据的源头追溯、激发数据创造者(生产者)的积极性、保证科学数据的质量、规范科学数据的加工利用和保护、保障科学数据的安全并促进科学数据的开放共享。文章聚焦科学数据权属界定,立足我国科学数据管理现状和存在的问题,借鉴域外有益经验,提出分类构建我国科学数据权属模式的框架性建议。

At present,scientific research is entering a data intensive"fourth paradigm"era,and scientific data has be⁃come a basic strategic resource for national innovation and development.In the context of increasingly fierce scientific and technological competition between China and the United States,there is a more urgent need to effectively ex⁃change and integratedly use scientific data.Scientifically and rationally setting the ownership of scientific data will help to trace the source of scientific data,stimulate the enthusiasm of data creators(producers),ensure the quality of scientific data,standardize the processing,utilization and protection of scientific data,ensure the safety of scientific data and promote the open sharing of scientific data.This paper focuses on the definition of scientific data ownership.Based on the current situation and existing problems of scientific data management in China,and drawing on useful ex⁃perience abroad,this paper proposes the frame proposal of building scientific data ownership mode by classification in China.
