试论提升口岸公共卫生技术支撑能力的建设路径

Discussion on the Construction Path of Improving the Technical Support Capacity of Public Health at Ports

口岸公共卫生技术支撑能力是口岸公共卫生核心能力的重要组成部分。本文介绍了以各地海关下属的国际旅行卫生保健中心为主体的口岸公共卫生技术支撑能力建设现状,分析了其存在的问题和面临的挑战,提出了包括突出口岸公共卫生技术支撑机构的的公益性质、建立口岸公共卫生实验室建设规划、建立实验室技术支撑评价考核体系、提升实验室技术支撑水平、加强实验室技术协作和国际合作等五点提升口岸公共卫生技术支撑能力的建设路径。

Port public health technical support capacity is an important part of the port public health core capacity.This paper introduces the current situation of port public health technical support capacity construction of international travel health care centers of local Customs,and analyzes the existing problems and challenges.The paper puts forward five ways to improve the port public health technical support capacity including highlighting the public welfare nature of port public health technical support institutions,establishing port public health laboratory construction plan,establishing laboratory technical support evaluation system,improving laboratory technical support level,and strengthening laboratory technical cooperation and international cooperation.
