疫情背景下进口冷链食品监管对策分析

摘要 本文从专业人才、冷链查验设施、冷链工人防护等视角分析新冠肺炎疫情给口岸国门生物安全防控工作带来的挑战,提出当前口岸国门生物安全应加强对国外生产企业考察评估,及时通报我国冷链食品防控技术指南要求,维护企业权益;加强实验室人员及配套设施建设、推动实验室检测市场化,完善实验室检测环节,保障海关查验检测需求;夯实海关人才队伍,提升口岸防疫能力,保障货物安全通关;针对冷链查验设施及规划制定海关监管场地新标准;强化冷链食品关键环节监管,实施精准施策。 This paper analyzes the challenges brought by COVID-19 epidemic to the bio-security prevention and control at port from the perspectives of professionals,cold chain inspection facilities,and cold chain worker protection.At present,we should strengthen the inspection and evaluation to the foreign production enterprises,inform our country's technical guide of cold chain food prevention and control in time,and protect the enterprise's rights and interests.We should strengthen the construction of laboratory personnel and supporting facilities,promote the marketization of laboratory testing,improve the laboratory testing process,and ensure the demand for Customs inspection.We should strengthen the Customs talent pool and enhance the epidemic prevention capability at ports,so as to ensure the safety of goods customs clearance.We should develop new standards of Customs supervision sites for cold chain inspection facilities and planning,and strengthen the key links of the cold chain food supervision properly.
