医联体建设面临的困境与对策研究

为进一步深化医联体改革,推动医疗资源下沉,提高基层诊疗服务能力,落实双向转诊以及分级诊疗,进而完善医联体运行机制,实现医疗质量、医疗服务、医疗管理以及区域医疗资源优化整合,妥善解决医联体内部矛盾,促进紧密型医联体健康、持续和高效发展,本文以责任、利益、服务、管理共同体为出发点,对医联体运行中存在的问题进行剖析,建议通过科学合理的规划与设计,建立健全保障机制,推进医联体建设与发展。

In order to further deepen the reform of medical consortium,promote the sinking of medical resources,improve the ability of primary medical services,implement two-way referral and graded diagnosis and treatment,and then improve the operation mechanism of medical consortium,realize the optimization and integration of medical quality,medical services,medical management and regional medical resources,properly solve the internal contradictions of medical consortium,and promote the healthy,sustained and efficient development of close medical consortium,this article analyzes the problems existing in the operation of the medical consortium and suggests that through scientific and rational planning and design,a sound guarantee mechanism should be established to promote the construction and development of the medical consortium based on the community of responsibility,interest,service and management.
