农村闲置宅基地有效利用:动力基础与实现路径——基于昆明市乡村振兴试验区Y村的观察

Effective Utilization of Rural Idle Homestead:Dynamic Basis and Realization Path:Based on the Observation of Y Village in Kunming Rural Revitalization Pilot Zone

如何通过有效利用宅基地来激发乡村经济发展活力,是乡村振兴的一大难题。将宅基地闲置问题置于昆明市乡村振兴试验区Y村的实践中加以考察发现,闲置宅基地的利用受到以政策压力和项目资源为载体的“行政驱动力”和由产权关系明晰、地权整合以及公共服务供给而产生的“乡村内生力”的共同作用,“公司化集体”、产业融合、利益联结等中介机制将两股动力在村庄场域内进行融合、发挥和维持,实现了农村闲置宅基地利用的有效性。研究结果提供了试点村闲置宅基地有效利用的实现路径,以期为解决普遍性的农村宅基地闲置问题提供经验借鉴。

How to stimulate the vitality of rural economic development through effective use of homestead has been a big problem in rural revitalization.Based on the practice of Y Village in Kunming Rural Revitalization Pilot Zone,it is found that the utilization of idle homestead is influenced by the“administrative driving force”based on policy pressure and project resources,and the“rural endogenous force”generated by clear property rights,land rights integration and public service supply.Intermediary mechanisms such as“corporatized collective”,industrial integration and interest connection will integrate,exert and maintain the two forces in the village field,and realize the effectiveness of the utilization of rural idle house land.The results of the study provide a way to realize the effective utilization of idle house land in the pilot villages,in order to provide experience for solving the common problem of idle rural house land.
