我国国家创新体系提质增效的三维制度结构及其实施机制

The Three-Dimensional System Framework and the Perfection Way to Improve the Quality and Efficiency of the National Innovation System

完善的国家创新体系是实现国家治理体系和治理能力现代化的重要保障,贯彻学习党的二十大精神,正确把握我国科技创新体系的提升方向,进而加快国家创新体系的系统性建设意义重大。虽然我国已经步入创新型国家行列,但仍应当认识到我国国家创新体系在创新型人才的内外部供给、体系中的政府市场定位以及公众参与创新程度等方面存在一定不足。为建立与创新型国家相适应的制度体系,宏观层面上我国国家创新体系业已形成多元化的制度保障,以社会主义市场经济制度为经济依托,以党的领导制度体系为政治保障,以社会主义法治保障制度为法治引领。在此基础上,我国国家创新体系还需在微观层面上,通过优化与完善创新型人才内部培育与外部引入体系、国家创新全面参与体系、科技合规体系以及产学研融合体系,全面推动我国国家创新体系提质增效,为高质量发展提供有力支撑。

A perfect national innovation system is the important indemnity to achieve the modernization of the national governance system and the national governance capacity.It’s significant to study and implement the spirit of the 20th CPC National Congress,correctly handle the developing way of Chinese national technical innovation system,and further impulse the systemic construction of China’s national innovative system.Though China has been considered as an innovation-oriented country,there are still some deficiencies in such aspects of Chinese national innovative system as the international and domestic supply of innovative talents,the government’s market positioning in the system,and the degree of public participation in innovation.To establish a system adapting to the innovation-oriented country,a multiple national innovation system safeguard in the macro level has been formed,which takes the socialist market economy as the economic dependence,the system of the Party’s leadership as the political indemnity,and the socialist rule of law as the law guarantee.However,in the micro level,we still need to optimize and perfect the system of the internal cultivation and external introduction of innovative talents,the system of comprehensive participation of national innovation,the system of lawful scientific technology,and the system of the integration of industry,education and research,so as to provide strong support for the high-quality development of the country’s national innovation system.
