国土空间分区分类用途管制规则研究

Research on the use of regulation rules for zoning and classification of territorial space

对所有国土空间分区分类实施用途管制,是现行用途管制的重大改革。文章阐述了分区分类管制的内涵、分区与分类的关系、分区分类管制的理论基础。从管制目标、准入清单、约束指标、用途转换、审批许可等五个维度构建了管制规则体系,并以此研究提出了陆域生态和农业空间管制规则,以期为相关政策制定提供参考。

The use of current rules and regulations of zoning and the classification of territorial space are the major reforms.This paper expounds the connotations of zoning and classification,their relationship,and the theoretical basis of zoning and classification regulation.The regulatory rule system has been constructed in five dimensions,including regulatory objectives,access lists,constraint indicators,use conversion,approval,and licensing.Based on this study,the rules and regulations of land ecology and agricultural space are proposed,and they are expected to provide reference for relevant policy formulation.
