绿色发展视角下中国科技金融政策的创新支持效果研究 被引量:2

Research on the Innovation Support Effect of China’s Science and Technology Financial Policy from the Perspective of Green Development

摘要 本文将“促进科技和金融结合试点”作为一项准自然实验,运用多期双重差分方法,考察了中国科技金融政策对绿色创新的影响。研究结果表明:“促进科技和金融结合试点”政策能够推动绿色专利数量的增加与绿色专利质量的提高,有效促进城市绿色创新“量质齐升”;科技金融政策能够通过增加政府科技创新的财政支出、提高市场信贷资金配置效率,“双轮”驱动中国城市绿色创新水平的提高;随着城市行政等级的上升,科技金融政策对城市绿色创新的推动作用逐渐减小。基于此,本文提出以下对策建议:一是扩大“促进科技和金融结合试点”政策的实施范围,推动科技金融从数量增长转向质量提升;二是加强政府与市场的结合,探索多种类型金融支持创新的模式,“双轮”推动科技与金融深度融合;三是设计科技金融政策梯度发展战略,加强政策制定的针对性、渗透性、协调性,避免“一刀切”与“盲目复制”。 This paper takes“the pilot of combining science and technology with finance”as a quasi-natural experiment,and uses the multi-period Difference-in-Difference method to examine the impact of China’s scientific and technological financial policies on green innovation.The results show that:“the pilot of combining science and technology with finance”can promote the increase of the number of green patents and the improvement of the quality of green patents,and effectively promote the“quality and quantity”of urban green innovation;the policy of science and technology finance can drive the improvement of green innovation level in Chinese cities by increasing the government’s financial expenditure on science and technology innovation and improving the allocation efficiency of market credit funds;with the rise of administrative levels,the role of science and technology finance policy in promoting urban green innovation has gradually decreased.Based on this,the following countermeasures and suggestions are proposed:firstly,expand the implementation scope of“the pilot of combining science and technology with finance”,and promote the transformation of science and technology finance from quantity growth to quality improvement;the second is to strengthen the combination of the government and the market,explore various types of financial support innovation models,and promote the deep integration of science and technology and finance in“two rounds”;the third is to design the gradient development strategy of science and technology finance policy,strengthen the pertinence,permeability and coordination of policy formulation,and avoid“one-size-fits-all”and“blind duplication”.
