“双碳”目标愿景下城乡生态融合治理的发展路径研究

Research on the Development Path of Urban and Rural Ecological Integration Governance under the Vision of Carbon Peak and Carbon Neutrality Goals

生态治理作为实现生态文明建设战略目标的重要抓手,是推动我国生态环境治理能力现代化的必然要求。新时代推动城乡生态融合治理不仅是美丽宜居乡村建设的内在需要,也是推进“双碳”目标实现的重要切入点。城乡生态融合治理与“双碳”目标之间存在着相互耦合的内在逻辑关系,“双碳”目标的提出为城乡生态融合治理提供时代契机,而城乡生态融合治理也为“双碳”目标的实现提供动力保障。然而,受城乡二元结构的制度制约,城乡生态融合治理的实践过程中存在着生态共治理念的认知异化、生态政策制度的非平等化、生态环境资源的分配失衡以及生态治理主体的功能缺失等现实困境。因此,需从共治理念的宣传培育、政策制度的正义安排、生态资源的合理配置和多元主体的协同参与等方面来推动城乡生态治理的融合共生。

As an important factor to realize the strategic goal of ecological civilization construction,ecological governance is an inevitable requirement to promote the modernization of China’s ecological environment governance capacity.Promoting urban and rural ecological integration and governance in the new era is not only the inherent need of building a beautiful and livable countryside,but also an important entry point to promote the realization of the Carbon Peak and Carbon Neutrality goal.There is an internal logic relationship between urban and rural ecological integration governance and the Carbon Peak and Carbon Neutrality goal.The proposed Carbon Peak and Carbon Neutrality goal provides an opportunity of the times for urban and rural ecological integration governance,and urban and rural ecological integration governance also provides power guarantee for the realization of the Carbon Peak and Carbon Neutrality goal.However,constrained by the institutional fetters of the urban-rural dual structure,the practice of urban and rural ecological integration governance has such practical dilemmas as the cognitive alienation of the concept of ecological co governance,the inequality of ecological policy systems,the imbalance of the distribution of ecological environmental resources,and the lack of functions of the main body of ecological governance.Therefore,it is necessary to promote the integration and symbiosis of urban and rural ecological governance from such aspects as the publicity and cultivation of the concept of co governance,the just arrangement of policies and systems,the rational allocation of ecological resources,and the collaborative participation of multiple subjects.
