我国三级公立医院管理人员配备现状及存在问题分析 被引量:8

摘要 目的分析三级公立医院行政管理人员配备现状,梳理存在的问题。方法收集2021年薪酬制度改革试点公立医院的人员科室分布数据,采用描述性分析方法,分析行政管理人员配备及构成。结果三级公立医院行政科室管理人员占卫生人员的比重为11.04%;专业化水平有待提升,行政科室管理人员中医、护、药、技等卫生技术人员比重超过30%;管理人员职业发展路径不畅通,晋升到科室领导岗位需要18~19年,晋升为医院领导岗位需要24~25年;缺少管理系列职称,职称晋升难。结论合理确定公立医院管理人员配备标准,加强人员配备;从服务需求出发,提高管理人员专业能力;加强管理人才发展规划,畅通职业发展通道。 Objective To analyze the staffing situation of administrators in tertiary public hospitals,allocation the existing problems.Methods To collect data on the distribution of staffing departments in public hospitals in the 2021 compensation system reform pilot,and to analyze administrative staffing and composition using descriptive analysis.Results The proportion of administrators in health human resource is 11.04%.The level of specialization needs to be improved.The health technical personnel such as physicians,nurses,pharmacists,laboratory technicians has a large proportion in administrative departments which reached 30%.Administrators’career development path is blocked,promotion to department leaders need 18~19 years,and to hospital leaders need 24~25 years.It is diffi⁃cult to promote professional titles due to the lack of management titles.Conclusion An appropriate standard of alloca⁃tion standard should be rationally set and strengthen equipment.To improve the professional ability of administrators based on service requirements.Strengthen the development planning of administrators and smooth the career development channel.
