政策工具视域下的新时代高等教育评价模式--基于12份中央政策文本的研究 被引量:2

The Evaluation Pattern of Higher Education in the New Era from the Perspective of Policy Instruments:Based on 12 Policy Texts of Chinese Central Government

摘要 在我国高等教育步入普及化的历史阶段,科学的评价政策是推动高等教育健康有序发展的前提。为增进对新时代高等教育评价改革的理解,本文从政策工具的视角出发,将扎根理论和内容分析有机结合,基于2020年-2022年《教育部公报》中有关高等教育评价的12份中央政策,对高等教育评价过程中政策工具的组合运用进行研究。研究发现,我国新时代高等教育评价政策存在政策工具结构失衡问题,政府在权威规制型、价值激励型、能力建设型政策工具的选择与使用上具有明显偏好,且政策工具与政策内容情境之间的契合配置也呈现差异性。针对此情况,建议通过政策工具结构与组合配置的优化,推动新时代高等教育评价体系的建设与发展。 In the new situation that China’s higher education has entered the popularization stage,scientifie evaluation policy is the premise to promote the healthy and orderly development of higher education.In order to improve the understanding of the reform of higher education evaluation in the new era,this paper,from the per-spective of policy tools,organically combines grounded theory and content analysis,and studies the combination and application of policy tools in the process of higher education evaluation based on 12 central policies related to higher education evaluation in the 2020-2022"Ministry of Education's Bulletin".The study finds that there is an imbalance in the structure of policy tools in China’s higher education evaluation policy in the new era.The government has obvious specific preferences in the selection and use of authoritative regulation,value incentive and capacity-building policy tools,and the fit configuration between policy tools and evaluation content context also shows differences.In view of this situation,it is suggested to promote the construction and development of higher education evaluation system in the new era through the optimization of policy tool structure and combina-tion configuration.
