竞技体育智能裁判系统的风险识别及规制路径 被引量:6

摘要 得益于技术的高速发展,竞技体育裁判系统已经初步实现了由辅助性参考向智能化证成的角色转变。明确人工智能系统在竞技体育裁判领域的构建路径与工具属性,归纳总结竞技体育智能裁判系统的应用现状。在分析竞技体育智能裁判系统因由其自身固有属性和发展特征的基础之上,借鉴发力理论,提出了其应用风险以及与之相涵摄的权利义务冲突。同时,在肯定竞技体育智能裁判系统价值的前提下,提出体育裁判智能化与体系化的规制路径应是明确智能裁判系统在执裁中的角色与定位,建立智能裁判系统的适用规范与风险防范体系,并配套完善相应的监管与追责机制。 Benefited from the rapid development of technology,the competitive sports referee system has preliminarily realized the role transformation from auxiliary reference to intelligent certification.In this paper,through the analysis of existing documents and cases and the application of logical analysis methods,the knowledge map of competitive sports intelligent referee system was constructed,the construction path and tool attributes of artificial intelligence system in the field of competitive sports referee were clarified,and the application status of competitive sports intelligent referee system was summarized.On the basis of analyzing the inherent attributes and development characteristics of the competitive sports intelligent referee system and of the theory of power generation,this paper put forward its application risks and the conflicts of rights and obligations involved.Meanwhile,on the premise of affirming the value of the intelligent referee system in competitive sports,it proposed that the regulation path of intelligent and systematic sports referee should establish the applicable norms and risk prevention system of the intelligent referee system and complete the corresponding supervision and accountability mechanism through clarifying the role and positioning of the intelligent referee system in the judgment.
