摘要
科技与经济融合发展已经成为我国当前以及未来一定时期内发展的核心主题之一。文章制定了2020年我国31个省(自治区、直辖市)科技与经济融合发展评价指标体系,引入了熵权法从科技与经济融合发展的各个层面对我国31个省(自治区、直辖市)科技与经济融合发展进行综合评价,进一步验证两者协调发展的特征与规律,为我国区域经济高质量发展提供思路借鉴。研究发现,当前我国科技与经济融合发展水平存在明显地区差异,北京、广东、上海、江苏、浙江等地区的科技条件、经济条件和科技经济融合能力远高于宁夏、青海、西藏等地区,融合支撑条件不足已成为制约中、西部地区科技和经济融合的重要瓶颈等。对此,应从强化地方科技经济融合分类指导、完善科技成果转化服务体系、搭建协同创新资源服务平台、加强科技经济融合的要素支撑等方面入手,有效推动我国科技与经济融合发展。
The integrated development of science and technology and economy has become a core theme of China's current and future development.The article formulates the evaluation index system for the integration of science and technology and economic development in 31 provinces(autonomous regions and municipalities directly under the central government)in 2020,the entropy weight method was introduced to comprehensively evaluate the integrated development of science and technology and economy in 31 provinces(autonomous regions and municipalities directly under the central government)from various aspects of the integrated development of science and technology and economy,and further verified the characteristics and rules of their coordinated development,it provides ideas for reference for the high quality development of regional economy.The study found that there are obvious regional differences in the level of integration of science and technology and economy in China at present,the scientific and technological conditions,economic conditions and the integration ability of science and technology economy in Beijing,Shanghai,Guangdong,Jiangxi and Zhejiang are much higher than those in Ningxia,Qinghai and Tibet,and the lack of integration support conditions has become an important bottleneck restricting the integration of science and technology and economy in the central and western regions.In this regard,it is necessary to strengthen the classified guidance of local science and technology and economic integration,improve the service system for the transformation of scientific and technological achievements,build a collaborative innovation resource service platform,and strengthen the element support for the integration of science and technology to effectively promote the integration of science and technology in China.
