近年来,欧盟对自身和外界的认知发生了较大变化,尤其是欧盟的区域观出现显著变化。欧盟区域观的变化,与欧盟内外环境变动密切相关,实为欧盟主动或被动应对内外大变局的一个侧面,塑造着未来欧盟乃至世界其他区域的秩序。欧盟区域观的一体两翼是区域一体化和区域间合作的双重逻辑,基于“欧洲中心主义”与其他区域打交道。2022年初爆发的俄乌冲突加速欧盟区域观的变化,并带来构建区域秩序的路径和方式的调整,具体体现为欧盟区域观在区域一体化逻辑和区域间合作逻辑之间的激烈碰撞,以及经济利益和地缘政治工具手段之间的此消彼长。在欧亚区域,欧盟的区域观尤其是区域秩序构建路径面临的冲击最为剧烈。欧亚区域正发展为一个权力博弈和理念交融并存的秩序空间,并呈现出一体化与碎片化、合作与竞争共存的复杂态势。未来,欧盟的区域观在欧亚秩序的构建过程中将不断评估并校准。

The EU's regional view has changed significantly in recent years.The change of the EU's regional view is closely related to the changes in the EU's internal and external environment.The EU regional view contains the dual logic of regional integration and inter-regional cooperation,and is based on"Eurocentrism"in dealing with other regions.The Ukraine crisis that broke out in 2022 accelerated the change of the European Union's regional view and brought about the adjustment of the path and way of building regional order,which is embodied in the fierce collision between the European Union's regional view in the logic of regional integration and the logic of inter-regional cooperation,as well as the conflict between economic interests and geopolitics.The Eurasian region is developing into an order space of power and idea,and presents a complex situation of coexistence of integration and fragmentation,cooperation and competition.In the future,the EU's regional view will continue to be evaluated and adjusted during the construction of the Eurasian Order.
