商业步行街的整体性治安防控研究

Research on the overall public security prevention and control of commercial pedestrian streets

随着社会经济高速发展,商业步行街因其综合性的功能成为市民购物、餐饮、休闲的主要场所。在经济效益获得提升的同时,由于人员聚集性、空间开放性、摊位流动性等因素,商业步行街面临着相当大的治安管理风险。商业步行街现行的治安防控模式表现为主体、功能和过程的分散化,未能发挥应有的治安防控效能。整体性治理理论强调整体主义的思维模式,主张从主体联动、功能耦合和过程整合三个层面实现商业步行街治安防控的整体性运作,进而营造良好的治安环境,为破解商业步行街治安防控的分散化困境提供了可行路径。

With the rapid development of social economy,commercial pedestrian streets have become the main places for shopping,dining and leisure for citizens because of their comprehensive functions.While the economic benefits have been improved,the commercial pedestrian streets are facing considerable public security management risks due to factors such as the gathering of people,the openness of the space and the fluidity of the stalls.The current public security prevention and control mode in commercial pedestrian streets is manifested in the decentralization of subjects,functions and processes,and fails to exert its due security prevention and control effectiveness.Holistic governance theory emphasizes the thinking mode of holism,and advocates to realize the overall operation of public security prevention and control in commercial pedestrian streets from the three levels of subject linkage,functional coupling and process integration,so as to create a good public security environment and offer a viable path to solve the decentralization dilemma of public security prevention and control in commercial pedestrian streets.
