分级诊疗服务体系理论及实践进展与路径策略研究

通过文献收集与分析,梳理国际医疗卫生服务整合与协同理论研究前沿问题,总结英国、美国、德国等国家的做法;从供需两端阐释国内已有分级诊疗服务体系及问题、医疗机构层级间协作、基层医疗服务能力提升、医疗服务选择利用等研究动态及进展。在此基础上,进一步提出分级诊疗服务体系构建的路径与策略建议,旨在加强分级诊疗服务体系供需侧多元利益相关主体协同发力,核心在于政策制度“配得上”,基础在于资源配置“跟得上”,动力在于管理机制“用得上”,脉络在于信息共享“连得上”,落脚在于居民参与“行得上”。

Based on the collection and analysis of systematic literature,it summarizes frontier issues of the international medical and health service integration and collaborative medical service theory researches,and analyzes experiences of the UK,the US,Germany and other developed countries.From the supply and demand side,the research trends and progress of the domestic hierarchical diagnosis and treatment service system and problems,interlevel collaboration among medical institutions,improvement of primary medical service capabilities,and the selection and utilization of medical services are condensed.It proposes the constructing path and strategies on hierarchical diagnosis.It is aimed at the synergy of the multi-stakeholders on the supply and demand side of the system,the core lies in the policy system's"matches",the foundation is that the resource allocation can"follow",the driving force lies in the fact that the management mechanism is“used”,and the context lies in the fact that information sharing is"connected"and that the residents are involved in"doing".
