中国渔业科研院所科技成果转化现状分析——以中国水产科学研究院黑龙江水产研究所为例

Analysis on the Current Situation of Scientific and Technological Achievements Conversion of Fishery Research Institutes in China——A case study of Heilongjiang River Fisheries Research Institute,CAFS

为促进产学研深度融合,加快新品种、新技术产业化、规模化应用,进一步推进“十四五”期间科技成果转化工作,本研究以中国水产科学研究院黑龙江水产研究所(黑龙江所)为分析案例,利用黑龙江所2016—2021年横向科研项目为基础数据,结合前期资料查阅、当前成果转化工作的宏观政策、调研合作对象的服务需求、与有代表性的科研人员座谈交流,深入分析黑龙江所科技成果转化现状。并从引入激励机制、加强产学研深度融合、打造科技成果转化队伍、宣传科研院所科技优势等方面对渔业科研院所科技成果转化存在的问题提出对策和建议。本研究可为科技成果转化管理提供借鉴,并为政策研究提供理论视角和数据支撑。

In order to promote the in-depth integration of industry-university-research,accelerate the industrialisation and large-scale application of new varieties and technologies,and further promote the transformation of scientific and technological achievements during the“14th Five-Year Plan”,Heilongjiang Institute of Fishery Sciences,China Academy of Fishery Sciences,is taken as an analysis case.Based on the horizontal scientific research projects of Heilongjiang Institute from 2016 to 2021 are used as the basic data,combined with the preliminary data reference,the macro policies of current achievements transformation,the service needs of cooperative partner,and the panel discussion with representative researchers,the current situation of the scientific and technological achievement transformation of Heilongjiang Institute of Fishery Sciences is deeply analysed.It also puts forward countermeasures and suggestions for the problems existing in the transformation of scientific and technological achievements of fishery research institutions from the aspects of introducing incentive mechanism,strengthening the deep integration of industry-university-research,building scientific and technological achievements transformation team,and publicizing the scientific and technological advantages of scientific and technological institutions.This study could provide a reference for the management of scientific and technological achievements transformation,and provide a theoretical perspective and data support for policy research.
