乡村振兴背景下乡村社区韧性发展策略

Resilience Development Strategy of Rural Community under the Background of Rural Revitalization

随着城乡发展两极差异化,十九大提出推进城乡融合和乡村可持续发展的乡村振兴战略。韧性作为一种新的研究视角,为乡村地区应对社会生态脆弱性和风险提供了必要的理论基础和可持续发展的路径。文章基于实施乡村振兴战略的重要意义,梳理了韧性理念的演变历程,归纳总结了构建韧性社会生态系统所需的属性特征,并进一步探讨了乡村振兴战略与乡村社区发展的契合性,提出在乡村振兴战略的引导下,社区嵌入韧性视角,应从社会生态系统内外的韧性特征为引导发展可持续策略,以期为乡村社区韧性发展提供参考。

With great difference between urban and rural development,the 19th CPC National Congress proposed a rural revitalization strategy to promote urban-rural integration and rural sustainable development.Resilience,as a new research perspective,provides the necessary theoretical basis and sustainable development path for rural areas to deal with social and ecological vulnerabilities and risks.Based on the significance of implementing the rural revitalization strategy,this paper combs the evolution process of resilience,summarizes the attribute characteristics required to build a resilient social ecosystem,and further discusses the consistency between the rural revitalization strategy and the development of rural communities.Then it proposes that under the guidance of the rural revitalization strategy,the perspective of community embedded resilience should take the resilience characteristics inside and outside the social ecosystem as the sustainable development strategy,in order to provide a reference for the resilience development of rural communities.
