秦巴山区小城镇发展潜力评价方法研究——以略阳县为例

Study on Evaluation Method of Development Potential of Small Towns in Qinba Mountain Area:A Case of Lueyang County

新型城镇化建设在国土开发空间结构、解决“三农”问题中担当重要角色。在国土空间规划体系下,城镇发展潜力评价方法是优化城镇空间布局、合理落实上位空间规划指标、有效指导镇级国土空间规划编制的重要一环。文章针对秦巴山区的地域特征,以略阳县为例进行实证研究,提出在现状城镇化的基础上结合“城镇优势度分析—发展潜力评价—空间布局优化”的小城镇空间结构建构思路,从5个维度遴选17项指标,构建城镇发展潜力评价指标体系。

The construction of new urbanization plays an important role in the development of the spatial structure of the national land and the solution of“three rural”problems.The method of evaluating urban development potential under the land spatial planning system is an important part of optimizing the spatial layout of towns,rationally implementing higher-level spatial planning indicators,and effectively guiding the preparation of township-level territorial spatial planning.In view of the regional characteristics of Qinba Mountain area,this paper takes Lueyang County as an example to conduct empirical research,and proposes to select 17 indicators from 5 dimensions on the basis of the current urbanization and combine the“urban superiority analysis-development potential evaluationspatial layout optimization”to construct an urban development potential evaluation index system.
