普惠保险、劳动力流动与共同富裕--基于地区收入差距视角

Inclusive Insurance,Labor Mobility and Common Prosperity——From the Perspective of Regional Income Gap

本文首先基于新经济地理学理论,构建了包含消费者、生产者和保险三部门的模型,在农业生产函数中引入普惠保险乘子,分析普惠保险对劳动力流动的影响及其对地区收入差距的作用机制;其次通过面板GMM实证考察了普惠保险对地区收入差距的作用和劳动力流动的中介效应。研究发现:普惠保险可以推动农村家庭劳动力流动,进而影响地区收入差距,劳动力流动是普惠保险影响地区收入差距的重要机制;普惠保险对地区收入差距的影响作用受劳动力流动水平、教育水平等因素的影响表现出明显差异;劳动力流动水平越高,普惠保险越能发挥缩小地区收入差距的作用;劳动力受教育水平越高越能促进地区收入差距的减小;进一步扩展研究发现,相比于较为发达的东部地区,普惠保险缩小地区收入差距的效应在中部地区和西部地区更为明显,因此要进一步完善中西部地区普惠保险政策制度,充分发挥普惠保险作用,推动地区平衡发展,缩小地区收入差距,推动实现共同富裕。

This paper firstly constructs a model with three factors of consumers,producers and insurance based on new economic geography theory,and introduces a universal insurance multiplier in the agricultural production function to analyze the effect of inclusive insurance on labour mobility and the mechanism of action on regional income disparity.Secondly,the effect of inclusive insurance on regional income disparity and the mediating role of inclusive insurance in labor mobility is examined through the GMM panel.The study shows that,inclusive insurance can drive the flow of rural labour and subsequently affects the regional income gap,so labor mobility is an important mechanism for how inclusive insurance affects the regional income gap.The effect of inclusive insurance on regional income disparity shows significant differences due to different levels of labor mobility,education,etc.While the level of labor mobility is higher,it is more effective for inclusive insurance to reduce the regional income gap,and while the level of education of the labor is higher,the regional income gap is smaller.A further study indicates that,the effect of inclusive insurance in narrowing the regional income gap is more prominent in the central and western regions than in the developed eastern regions.Therefore,it is essential to further improve the policy system of inclusive insurance in the central and western regions and give full play to the role of inclusive insurance,so as to narrow the regional income gap,promote regional development in balance and accelerate the realization of common prosperity.
