湖南开放强省建设影响因素的理论分析与路径选择研究——基于“三高四新”战略推进视角

Theoretical Analysis and Path Selection of Influencing Factors for the Construction of Strong Open Province in Hunan——From the Perspective of the“Three high and four new”Strategy

开放型经济整体水平的发展态势,在很大程度上与开放规模、开放质量与效益呈显著相关性。随着“三高四新”战略的实施,湖南开放型经济发展优势凸现,主要表现在贸易开放结构不断调整、外贸主体活力不断增强、投资开放的快速发展、开放平台数量增多、会展平台种类丰富等诸多方面。虽然湖南打造开放强省高地存在诸多优势,但要成功建成我国内陆地区改革开放高地,湖南仍面临不少瓶颈,主要表现在:综保区贸易额相对较低、开发区发展排名靠后、利用外商直接投资不足、水陆口岸作用发挥不够明显、没有形成便捷的航空交通体系、创新水平还不够。如何提高改革开放水平和服务质量,湖南在方略上一是完善外贸企业服务支持体系,二是以深度技术创新驱动高质量开放,三是积极营造平等竞争的制度开放环境,四是全面打造深层次、多维度、立体化的高质量开放格局,五是加大基础设施建设、促进湖南互联互通。

The overall development trend of open economy is significantly related to the scale,quality and benefit of opening to a large extent.With the implementation of the strategy of“Three high and four new”,the development advantages of Hunan′s open economy are highlighted,mainly in the following aspects:Openness to trade structure adjustment,increasing of foreign trade activity,investment in the rapid development of populations,exhibition platform,open platform,many aspects,such as variety,though a powerful province of hunan to build open highland in many advantages,but to successfully build domestic land area of reform and opening up the highlands,hunan still need to face many bottlenecks,mainly displays in:The trade volume of the comprehensive protection zone is relatively low,the development zone ranks behind,the utilization of foreign direct investment is insufficient,the role of land and water ports is not obvious,there is no convenient air traffic system,hunan′s innovation level is not enough.How to improve the level of reform and opening up and the quality of service in Hunan province?The first is to improve the service support system of foreign trade enterprises,the second is to drive high-quality opening with deep technological innovation,the third is to actively create an open environment of equal competition,the fourth is to comprehensively create a deep,multidimensional,three-dimensional high-quality opening pattern;Fifth,increase infrastructure construction and promote connectivity in Hunan.
