职业院校公共卫生应急能力培养:理论溯源、现状分析及路径探析

在健康中国上升为国家战略的背景下,我国高职院校公共卫生应急能力培养存在明显不足。该研究从公共卫生应急能力的内涵入手,对国内外的研究现状进行梳理及评述,通过分析我国高职院校公共卫生与卫生管理类专业设置、人才培养情况,提出职业院校公共卫生应急能力培养存在的短板及限制因子。该研究立足国家公共卫生应急管理体系建设,以全程植入“大预防观”理念为指导,从国家、专业和学校3个层面提出高职院校公共卫生应急能力培养的对策与建议,旨在强化应急能力培养,补齐高职院校应急型公共卫生人才培养的短板,为国家公共卫生应急管理体系建设做出更大的贡献。

Under the background that Healthy China has been promoted as a national strategy,the training of public health emergency capacity in higher vocational colleges is obviously insufficient.Starting from the connotation of public health emergency response ability,this study summarizes and comments the current research situation at home and abroad.By analyzing the setting of public health and health management majors and personnel training in higher vocational colleges in China,this study proposes the shortcomings and limiting factors in the training of public health emergency response ability in vocational colleges.This study based on the national public health emergency management system construction,the whole journey into"the view of prevention"concept as the instruction,from country,school and professional three aspects putting forward the countermeasures of cultivating the ability of public health emergency in higher vocational colleges and the suggestion,to vigorously strengthening emergency ability.The aim of the study is to polish the lacking of emergency public health personnel training of short board in higher vocational colleges,to make greater contribution for the national public health emergency management system construction.
