乡村振兴战略的总要求是产业兴旺、生态宜居、乡风文明、治理有效、生活富裕。其中,治理有效是乡村振兴的重要保障,也是乡村振兴的重要内容。要想乡村治理更有效,需妥善处理好城市与乡村、城镇化与逆城镇化、党的领导与自治德治法治的关系;需正确看待时下乡村治理遭遇的现实问题:党组织弱化,治理碎片化、形式化、行政化、向上集权化等,需突出党建引领、重视人才回流、强化农民主体意识,重塑乡村价值体系,完善基层监督体系;不断加强农村基层党组织的全方位引领;促使小微权力科学规范运行,有效发挥内生性乡村治理作用,保障三治融合有序运行,不断激发乡村发展活力,走好走稳中国特色社会主义乡村善治之路。

The general requirements of the rural revitalization strategy are thriving rural businesses,creating an ecological living environment,establishing civility,promoting effective governance,and improving the living standards of rural residents.Among them,effective governance is an important guarantee and an essential part of rural revitalization.In order to better rural governance,it is necessary to properly deal with the relationship between city and country,urbanization and anti-urbanization,the leading of Communist Party of China and the rural autonomy,the rule of law and the rule of virtue.It is necessary to correctly view the current practical problems encountered in rural governance:the weakening of Party organization,and the fragmentation,formalization,administration and upward centralization of governance.It is necessary to highlight the leading effectiveness through the strengthening of the Party's political base,attach great importance to the return of talents,strengthen peasants'subjective consciousness,reshape the rural value system,and improve the grass-roots supervision system.In order to push forward the road of good governance in socialist rural areas with Chinese characteristics and constantly stimulate the vitality of rural development,it is also necessary to strengthen all-round leading and guidance of rural Party organizations,promote the scientific and standardized operation of"small and micro"powers,bring endogenous rural governance into play,and guarantee the orderly operation of the integration of the rural autonomy,the rule of law and the rule of virtue.
