当前深化中非清洁能源合作挑战和建议

Research on Challenges and Suggestions for Current China-Africa Clean Energy Cooperation

中国是全球清洁能源开发和利用第一大国,长期以来一直致力于帮助非洲实现清洁能源发展。中国和非洲清洁能源合作基础良好,互补性强,过去几十年间,中国已在中非合作论坛框架内实施了上百个太阳能、风能、水电、沼气等清洁能源发展项目。但是,目前看来,中非清洁能源合作仍面临顶层设计缺乏、当地技术储备不足、项目融资困难等诸多挑战。同时,由于经济放缓、新冠疫情、俄乌冲突等不利因素,中非清洁能源合作也受到一定程度的影响。但是,总体上看,中非清洁能源合作潜力较大,前景广阔,机遇和挑战并存。为此,通过梳理中非清洁能源合作的背景和现状,以问题为导向,探讨新时代推动中非清洁能源合作的思路,从进一步加强平台建设、进一步推动技术合作、进一步鼓励绿色金融、进一步打造民生项目、进一步加强与国际金融机构合作的角度出发,提出参考意见与建议。

China is the world s largest country in the development and utilization of clean energy,and has long been committed to helping Africa achieve clean energy development.China and Africa have a sound foundation and strong complementarity upon clean energy cooperation.Over the past few decades,China has implemented hundreds of clean energy projects such as solar energy,wind energy,hydropower and biogas under the framework of the China-Africa Cooperation Forum.However,at present,China-Africa clean energy cooperation still faces many challenges such as lacking top-level design,insufficient local technology reserves,and difficulties in project financing.At the same time,China-Africa clean energy cooperation has also been affected to a certain extent due to adverse factors such as economic stagnation,COVID-19 epidemic and Russia-Ukraine conflict.However,on the whole,China-Africa clean energy cooperation has great potential,broad prospects,facing both opportunities and challenges.Based on the background and current situation of China-Africa clean energy cooperation,this thesis explores suggestions for promoting China-Africa clean energy cooperation in the new era.From the perspective of further strengthening platform construction,further promoting technical cooperation,further encouraging green finance,further building livelihood projects,and further strengthening cooperation with international financial institutions,some reference suggestions are provided.
