长三角一体化综合测度与协同治理研究

Research on Integrated Measurement and Collaborative Governance of Yangtze River Delta Integration

打破“以邻为壑”,探究协同治理模式成为长三角城市群战略性选择。文章从区域协调发展、创新产业共建、基础设施服务、生态环境共保和高水平协同开放五个方面构建综合评价指标体系,运用社会网络分析方法综合测度长三角一体化水平,分析2012—2020年长三角各城市一体化水平差异与动态演进特征,并构建三方演化博弈模型,揭露长三角城市协同治理内在机理。研究发现:长三角东部城市一体化水平显著高于西部城市;长三角一体化水平较高城市主要集中在早期加入长三角城市群的城市;长三角一体化水平总体差异主要源于省域间差异;长三角城市协同治理模式趋向于常态化参与一体化发展,政府奖励并不是越高越好。

It has become a strategic choice for the Yangtze River Delta city cluster to break the“beggar-thy-neighbor”and explore the collaborative governance model.This paper constructs a comprehensive evaluation index system from five aspects:coordinated regional development,innovation industry co-build,infrastructure service,ecological environment co-protection,and high level of synergy and openness,measures the integration level of the Yangtze River Delta using so⁃cial network analysis,analyzes the differences and dynamic evolution characteristics of the integration level of Yangtze River Delta cities between 2012 and 2020,and constructs a three-party evolutionary game model to reveal the inner mechanism of Yangtze River Delta city.It is found that the integration level of the eastern cities in the Yangtze River Delta is significantly higher than that of the western cities;the cities with higher integration level in the Yangtze River Delta are mainly concentrated in the cities that joined the Yangtze River Delta city cluster in the early stage;the main source of the overall difference in the integration level in the Yangtze River Delta is the inter-provincial differences;the collaborative governance model of the Yangtze River Delta cities tends to participate in the integration development in a regular manner,and the higher government incentives are not better.
