摘要
《“十四五”现代物流发展规划》更加注重贯彻落实创新、协调、绿色、开放、共享的新发展理念,面向满足人民对美好生活的新需要,推动以压缩物流各环节绝对成本为导向的“数量型降成本”,向完善物流运行体系、优化运输结构为重点的“系统型降成本”转变。百年变局加速演进,外部环境更趋复杂多变,我国产业链供应链安全面临严峻挑战,经济循环存在卡点堵点,现代物流发展不平衡不充分问题仍然突出。瞄准“十四五”现代物流发展的五个发力点:完善“通道+枢纽+网络”内外联通的物流网络体系;培育物流经济发展新形态;培育一批具有全球竞争力的现代物流企业;加快推进物流数字化转型;加快形成市场化国际化法治化的发展环境。
The 14th Five-Year Plan for the Development of Modern Logistics pays more attention to the implementation of the new development concepts of innovation,coordination,green,open and sharing.In order to meet people's new needs for a better life,it promotes the transformation of the"quantitative cost reduction"oriented by reducing the absolute cost of all aspects of logistics to the"systematic cost reduction"focused on improving the logistics operation system and optimizing the transportation structure.Under the impact of the epidemic in the 21st century,the century-old transformation is accelerating.The external environment is becoming more complex and changeable.The security of China's industrial chain and supply chain is facing severe challenges,the economic cycle is facing bottlenecks,and the development of modern logistics is still unbalanced and inadequate.Aim at the five power points of modern logistics development in the"14th Five-Year Plan":perfect the logistics network system of"channel+hub+network"with internal and external connectivity;cultivate the new form of logistics economic development;cultivate a group of modern logistics enterprises with global competitiveness;accelerate the digital transformation of logistics;accelerate the formation of a market-oriented,internationalized and law-based development environment.
