“双一流”建设正反向度之思考——基于两轮“双一流”建设的综合考察

摘要 在首轮“双一流”建设收官,第二轮“双一流”建设启动之际,分析第二轮“双一流”建设推出的历史背景、实施特点以及两轮“双一流”建设产生的向度,对优化后续“双一流”建设具有重要意义。作为一种由国家主持设计、高校主要实施、公众热心关注的制度安排,两轮“双一流”建设不可避免地对三方均产生了正反向度。三方表现出来的3对向度形成了一种相互依存、辩证统一的关系。要处理好这种关系,既不能中断割裂,又不能偏颇一方,应该统筹兼顾。具体来说,要实现率先发展与后续联动的衔接、学科建设目标与手段的融合、优质高等教育资源效率与公平的协调。“双一流”建设实施过程中暴露出的问题,必将在后续“双一流”建设的政策中得以优化。 At the end of the first round of the implementation of the“double first-class”initiative and the start of its second round,it is of great significance to analyze the background and characteristics of the second round of the implementation of the“double first-class”initiative and the orientation generated by the two rounds of the implementation of the“double first-class”initiative to optimize its subsequent implementation.As an institutional arrangement designed under the auspices of the state,mainly implemented by universities and actively engaged by the public,the two rounds of the implementation of the“double first-class”initiative have inevitably produced results in the positive and negative dimensions for all the three parties.The three pairs of orientations involving the three parties have formed an interdependent relationship of dialectical unity.The handling of this relationship relies on making overall plans and taking all factors into consideration without any separation or partiality.In a word,it is necessary to realize the connection between the first development and the follow-up linkage,the integration of the objectives and means of disciplinary construction,and the coordination of the efficiency and fairness of high-quality higher education resources.The problems exposed during the implementation of the“double first-class”initiative must be solved in the subsequent policies related to the future implementation of the“double first-class”initiative.
