在首轮“双一流”建设收官,第二轮“双一流”建设启动之际,分析第二轮“双一流”建设推出的历史背景、实施特点以及两轮“双一流”建设产生的向度,对优化后续“双一流”建设具有重要意义。作为一种由国家主持设计、高校主要实施、公众热心关注的制度安排,两轮“双一流”建设不可避免地对三方均产生了正反向度。三方表现出来的3对向度形成了一种相互依存、辩证统一的关系。要处理好这种关系,既不能中断割裂,又不能偏颇一方,应该统筹兼顾。具体来说,要实现率先发展与后续联动的衔接、学科建设目标与手段的融合、优质高等教育资源效率与公平的协调。“双一流”建设实施过程中暴露出的问题,必将在后续“双一流”建设的政策中得以优化。
