乙烷卸车作业的安全风险及管控措施

SAFETY RISKS IN ETHANE UNLOADING OPERATION AND CONTROL MEASURES

中国石油独山子石化公司为落实“一带一路”发展战略,加强企业炼化结构调整,实现乙烯原料轻质化和优质化的目标。利用新疆油田优质乙烷资源在乙烯厂西北角新增4.02×10^(4) t/a的乙烷接卸设施1套。为深刻吸取2017年6月5日山东某石化液化气卸车过程中发生的着火爆炸事故教训,强化乙烷卸车作业过程中的风险防范意识,车间从工艺操作规范性、设备设施完好性、现场作业合规性以及个体防护等方面,开展装卸作业风险识别,制定管控措施,做到安全、高效卸车。

In order to implement the“One Belt and One Road”development strategy,CNPC Dushanzi Petrochemical Co.,Ltd.strengthens the structural adjustment of the enterprise’s refining and chemical sector,and realizes the goal of lightening and improving the quality of ethylene raw materials.A 4.02×10^(4)t/a ethane receiving and unloading facility was added in the northwest corner of the ethylene plant by utilizing the high quality ethane resources in Xinjiang oilfield.In order to draw lessons from the fire and explosion accident in the process of liquefied gas unloading of certain petrochemical company of Shandong in 2017,risk prevention awareness in the process of ethane unloading is strengthened.The workshop carries out risk identification of loading and unloading operation and formulates control measures from the aspects of process operation standardization,equipment and facilities integrity,on-site operation compliance and individual protection so as to achieve safe and efficient unloading.
