基于风险的装置初期事故应急处置分析及应急站试点应用

ANALYSIS ON EMERGENCY DISPOSAL OF INITIAL ACCIDENTS OF DEVICES BASED ON RISK AND PILOT APPLICATION OF EMERGENCY STATION

装置泄漏、火灾初期事故的应急处置是风险管控的重要方面,围绕石化装置事故高发危险场所的泄漏、火灾初期事故情景,研究如何配置形成用于泄漏、火灾事故初期应急处置的设施,为基层安全提供支持十分必要。通过对某公司焦化装置的研究,评判出该装置存在的主要风险清单及相应的泄漏火灾事故形态,针对泄漏火灾事故形态,分析给出应急物资配备建议,并集成基层应急站进行综合试点应用,不断提升基层应急水平。

The emergency disposal of device leakage and initial fire accidents is an important part of risk control.It is necessary to study how to configure the facilities for the initial emergency disposal of leakage and fire accidents according to the leakage and initial fire accident scenarios in the dangerous places with high incidence of petrochemical device accidents so as to provide support for grass-roots safety.Based on the research of a coking unit of a company,this paper evaluates the main risk list of the unit and the corresponding leakage fire accident form.According to the leakage fire accident form,this paper makes emergency material allocation suggestions from analysis,integrates the grass-roots emergency stations for comprehensive pilot application,and continuously improves the grassroots emergency management.
