美西方国家“再工业化”对我国制造业比重的冲击路径与对策建议

近年来,美西方国家产业发展方向出现重大转变,实施“再工业化”战略加速制造业回流。美西方国家“再工业化”将通过技术打压迟滞我国高端制造业发展、通过制造业分流加剧我国产业结构失衡、通过产业链结盟排除我国产业国际合作以及通过贸易保护增加我国出口竞争压力,以此对我国制造业比重造成冲击。我国亟需以技术创新突破高端制造业发展瓶颈,以产业链布局锁定高端制造产业,以大市场化解关键领域产业链遏制,以投资环境优化应对贸易保护冲突。

In recent years,the industrial development direction of the United States and Western countries has undergone major changes,and the implementation of the"re-industrialization"strategy has accelerated the return of manufacturing.The"re-industrialization"of the United States and the West will impact the proportion of China's manufacturing industry through four paths,slowing down the development of high-end manufacturing through technological suppression,exacerbating the imbalance of industrial structure through the diversion of manufacturing,excluding China from global industrial cooperation through industrial chain alliances and increasing export competition pressure through trade protection.China needs to break through the bottleneck of high-end manufacturing development with technological innovation,lock the high-end manufacturing industry with the layout of the industrial chain,use the big domestic market to resolve the containment of the industrial chain in key areas and response to trade protection conflicts by optimizing the investment environment.
