Flexible Employment for Persons with Disabilities in China:Current Situation,Challenges and Policy Recommendations

互联网经济的迅速发展为残疾人带来了就业模式的革新,灵活就业就是重要的实现形式。《中国残疾人事业统计年鉴》(2017-2022)就业数据表明,我国残疾人灵活就业人数呈“升-降-升”的态势,灵活就业是仅次于农村种养加的第二大就业形式,残疾人灵活就业比例高于全国劳动者灵活就业比例;西南地区超过华东地区,成为灵活就业从业人员最多的区域。残疾人灵活就业岗位广泛,涉及互联网经济领域,但也面临着就业环境有待改进、服务保障体系不健全、自身素质有待提升等挑战。因此,要充分利用平台经济的发展红利,加强残疾人灵活就业的法律保障,提升他们的技术能力与综合素质,才能把握当前数字经济带来的就业机会,提升就业质量。

The rapid development of the Internet economy has brought about innovations in employment patterns for people with disabilities,and flexible employment is an important form of realization.A study of employment data from the China Disability Statistical Yearbook(2017-2022)shows that the number of persons with disabilities in flexible employment in China is on a"rising-falling-rising"trend.Flexible employment has become the second largest form of employment after rural farming,breeding and processing,and the proportion of people with disabilities in flexible employment is higher than the national proportion of the workforce in flexible employment.Southwest China overtakes East China as the region with the highest number of flexible workers.There are a wide range of flexible employment positions for people with disabilities in Internet economy,but also faces challenges such as an employment environment that needs to be improved,an inadequate service protection system and the need to improve their own quality.Therefore,it is necessary to make full use of the development dividend of the platform economy,strengthen the legal protection of flexible employment for people with disabilities and enhance their technical skills and comprehensive quality.Only in this way can we grasp the employment opportunities brought about by the current digital economy and improve the quality of employment.
