摘要
帛书《九主》主要讲“为君之道”,认为君主须效法天道,处“无职”之位,以“无形”胜“有形”,才能实现对臣下的控制;君主的主要职能是“明分”和“执符以听”,分别强调制度建设和监督控制;君主如能掌握其活动特点,抓住主要职责,就是有道之君(“法君”)。《九主》对“为君之道”的理论建构一定程度上揭示了以君主为核心的国家治理的基本政理,有一定理论创新性,对深入认识国家治理过程中有关键作用的领导规律无疑具有积极意义。
The Silk Book JIU-ZHU mainly talks about Wei-Jun-ZHi-Dao.It holds that the monarch must imitate Tian-Dao and be in the position of Wu-Zhi,and only by Wu-Xing over You-Xing can the monarch achieve control over his subjects.It also believes that the main function of the monarch is Ming-Fen and Zhi-Fu-Yi-Ting.The former emphasizes the construction of the system,while the latter emphasizes supervision and control.If the monarch can grasp the characteristics of his activities and his main responsibilities,he is the king of You-Dao.The theoretical construction of the JIU-ZHU to the Wei-Jun-Zhi-Dao reveals the basic political principle of national governance with the monarch as the core and has certain theoretical innovations.It is undoubtedly of positive significance for us to deeply understand the law of leadership which plays a key role in the process of national governance.
