安徽省自然资源专家库建设研究

A study on the construction of the natural resources expert database in Anhui Province

自然资源专家库建设的质量,直接关系到地质找矿、基础公益性和科研项目的立项论证、技术咨询、检查、验收、储量评审等的质量和水平,关系到国家财政的投资绩效,尤其在当下注重“专家负责制”“随机抽取”背景下,应重视自然资源专家库的建设质量。本文总结了多年来安徽省自然资源专家库建设和使用过程中存在的主要问题和薄弱环节,在调研其他行业专家库管理经验的基础上,提出国土资源管理部门应高度重视专家库建设,优选建设单位,继续优化系统功能;合理设置专业分类,严把专家入库关,完善入库专家分类分级管理;强化专家考评,加强专家信息的更新维护;完善管理制度,客观对待随机抽取与人机有效结合、简化有关审批手续的对策建议,以提高专家库的质量和作用。

The quality of the construction of natural resources expert database is directly related to the quality and level of geological prospecting,basic public project and scientific research project demonstration,technical consultation,inspection,acceptance,reserve evaluation,etc.It is also related to the investment performance of the state finance.Especially in the context of“expert responsibility system”and“random selection”,attention should be paid to the quality of the construction of natural resources expert database.This paper summarizes the main problems and weak links existing in the construction and use of the natural resources expert database in Anhui Province over the years.Based on the investigation of the management experience of the expert database in other industries,it is suggested that the land and resources management department should attach great importance to the construction of the expert database,select the construction unit and continue to optimize the system function,set up a reasonable professional classification,strictly examine and verify the entry of experts into the database,improve the classification and classification management of experts in the database,strengthen expert evaluation,reinforce the update and maintenance of expert information,improve the management system,treat the random selection objectively,simplify relevant examination and approval procedures,so as to improve the quality and function of the expert database.
