科技创新政策对区域创新能力的影响机理研究——基于fsQCA方法的组态分析

Influence Mechanism of Science and Technology Innovation Policy on RegionalInnovation Capability:Configuration Analysis Based on fsQCA Method

科技创新政策是合理分配创新资源、提升区域创新能力的重要保障。以中国31个省份的科技创新政策文本为案例样本,运用fsQCA方法分析整合外部引领型政策和内部驱动型政策对提升区域创新能力的多重因果及其实现路径。研究结果表明:一是外部引领型政策与内部驱动型政策相互联动匹配能够有效提高区域创新能力;二是影响区域创新能力的路径存在差异性,高区域创新能力的影响模式为资源支持下的企业创新驱动型、资源支持下的成果转化驱动型以及服务主导下的财政-人才资本驱动型;三是非高区域创新能力的影响模式为内部规制缺乏型、创新资源匮乏型以及创业主体缺位型,且与高区域创新能力的模式存在非对称性关系。

Science and technology innovation policy is an important guarantee for rationally allocating innovation resources and promoting regional innovation capability.By taking the science and technology innovation policy texts from 31 provinces and municipalities in China as the case sample,this study analyzes and integrates the multiple causes and effects of the external leading-type policy and the internal driving-type policy on promoting regional innovation capability and its realization path by adopting the fsQCA method.The research results show that firstly,the interaction and matching of external leading-type policy and internal driving-type policy can effectively improve regional innovation capability;secondly,there exist differences in the path of influencing regional innovation capability,i.e.,the impact mode of high regional innovation capability is resources-supported enterprise innovation driving-type,resources-supported achievement transformation driving-type,and service-dominant financial-talent capital driving-type;and thirdly,the impact modes of non-high regional innovation capability are internal regulation-lacking type,innovation resources-lacking type and entrepreneurial subject-vacant type,and there exists an asymmetric relationship with the modes of high regional innovation capability.
