摘要
根据国家政策文件,事业单位自2014年10月起进行养老保险制度改革,实行权利与义务相结合的社会化养老保险制度。这是事业单位人事管理制度重大变革,具有深远意义。高校作为典型事业单位,养老保险制度改革对高校的薪酬制度、选人用人机制等人事制度造成了一定影响。本文通过梳理高校退休养老制度变迁历程,分析高校改革现状,探讨养老保险制度改革对高校工资制度和退休制度等人事管理制度造成的影响,并提出应对养老保险制度改革的政策建议。
According to the national policy document,public institutions have carried out the reform of the pension insurance system since October 2014,and implemented a socialized pension insurance system that unifies rights and obligations.This is a major change in the personnel management system of public institutions,and is of far-reaching significance.As a typical public institution,after the reform of the pension insurance system,colleges and universities confront with certain impacts on their salary system,the selection and employment mechanisms,and other personnel management systems.This paper sorts out the changes of the retirement pension system in colleges and universities,analyzes the current situation of university reform,discusses the impact of the reform of the pension system on personnel management systems such as the salary system and retirement system of colleges and universities,and puts forward policy suggestions to deal with the reform of the pension system.
