摘要
为落实水资源刚性约束制度,实现水资源刚性约束的具体量化,在深入解析水资源刚性约束制度内涵与要求的基础上,遵循系统性、差异性、可操作性和可度量性等原则,从基本生态用水保障、经济社会发展用水控制、分行业用途管制、用水效率控制4个方面构建水资源刚性约束指标体系,详细阐述了各个指标的用途和确定方法。将其应用到甘肃省不同水平年分水源分行业水资源刚性约束指标定量计算中,确定了甘肃省2025年、2035年的水资源刚性约束指标分别为121.4亿、132.2亿m^(3),结果表明所构建的水资源刚性约束指标体系具有较好的适用性和可行性。
In order to implement the water resources rigid constraint system and quantify it concretely,based on the in⁃depth analysis of its conceptual connotation and requirements,following the principles of systematization,difference,operability and measurability,this paper built an indicator system of water resources rigid constraint from four aspects of basic ecological water use,water use control of economic and social development,water use control of different industries and water use efficiency control.It described the uses and determination methods of each index in detail.Finally,the indicator system was applied in the quantitative calculation of rigid constraint index of water resources by water sources and industry in different level years of Gansu Province,and the rigid constraint index system of water resources in 2025 and 2035 in Gansu Province were determined,which was 12.14 billion and 13.22 billion m^(3) respectively.The result shows that the built indicator system of water⁃resources rigid constraint has better adaptability and feasibility.
